Yes, I've noticed that a few sites are running these.
Basically, they consider them a "popup" ad. If you
click Yes, it will be installed. Otherwise, it won't
be.

I believe it is possible to modify your IE configuration
so that these popups won't happen.

One site I know that uses them is EZBoard, they place
them on member pages (I suppose because they don't
care if they annoy those visitors, just that they make
money off of them).

It's a horrible advertising practice, and I'm sure it'll
eventually backfire. It's very easy to click Yes
accidentally (especially for children, etc). And people
thought normal popups were bad!
