Already the main Cable Internet providers are planing new price
structures including tierd service. Granted, most of them are going to a
speed cap model (pay for the speed you want), but as the technology
increases expect to pay for the number of bytes you request. Cox Cable
HAS looked into that model but has declined for now in favor of the
speed caps.

I never said advertising would become illegal, only that there might be
the risk of civil action. For example the java popups that are so
common, each one takes up a bit of my bandwidth. Right now I don't have
to pay money for them, that makes them an annoyence and possible slow
down the website a bit. With a pay per byte model, it is now hurting my
pocketbook. Like I said, I am able and willing to block those types of
ads, but what about "Uncle Joe" who got a computer for his birthday and
doesn't know how. Not only does he have no defence, but he will
probably go to those mass market sites and subscribe to the spam filled
email lists that feature such ads, thus he blows through his allotted
number of bytes and gets a larger bill.
