Correct me if I_m wrong, but don_t mobile phone and
internet-enabled PDA_s charge for internet and email
access by the amount downloaded (or _per mile_ as you
put it.)? So apparently he is not the "only one" who
thinks this could happen, because it already does.
Oddly enough, this same legal argument has been made
successfully about mass fax ads, and there are now
laws on the books of most states that prohibit
unsolicited faxes because they cost the recipient (in
paper and toner), although they are hardly enforced.
