While it's true you can not BUY an opt in list, you can rent
out a list with mailings sent by the list provider. There
are many companies that do this, such as PostmasterDirect.com.
They use double-optin and have targeted categories.

If you do rent a list, make sure the company is not willing to
give you the email addresses (otherwise they are clearly not
reputable), and also *check the newsgroups first*. Google
provides an easy to use, free interface to do this with (Google
Groups).
