This may be to do with caching. Do you use web trends at the web server
level or their asp solution?

ISPs usually cache a significant proportion of website content in the
interest of network performance, and serve web pages directly from these
caches. Most impacted are the static pages that do not require any
interaction with the webservers. If there is no request to the webserver,
WebTrends will not register this.
