Precise ad targeting

I need to reach a very specific audience of people and would
like to ask for your input on how to achieve this.

I would like to run an advertising campaign targeting CTO's
(Chief Technology Officers) and CEO's (Chief Executive
Officers) of companies working on the Internet and running
content sites.

Any ideas of where to fish out these guys?
