This has really become a buyer beware marketplace. There are
a lot of questionable practices out there.
A good place to start for reputable services would be
seopros.org and seoconsultants.com. These directories screen
the companies who list with them.
SEO Consultants also features articles regarding good search
engine optimization practices.
As for tools, we use Web Position Gold, but only for tracking,
not for submitting. We do not recommend automated submission
tools because most of the leading search engines do not accept
automated submissions and the other directories and pages
typically included are not well targeted.
