You haven't said what you need the tool to do exactly, so if you
elaborate a little more, perhaps you would receive more assistance.
Do you need the tool for research, reporting, tracking and so on?

SEO Consultants and SEO Pros are great recommendations, but
SearchEngineWatch.com [I think]/Internet.com/INT Media Group are going
to produce what maybe the most comprehensive resource for SEM
organisations at http://www.semlist.com/ - the site states that
"SEMList.com launches Tuesday, July 16, 2002" So that is definitely
worth waiting for.
