Probably not. And why would they? Look at it from the "broker's"
point of view: there's almost no profit it in it that covers the
effort involved in marketing and selling it. This is why I
constantly harp on CPM: the advertisers aren't willing to buy into
it.

CPC or CPA (Cost per Action) makes more sense. On
http://www.PillowMail.com we charge advertisers per click, pre paid.
There are still some who choose to buy on a per impression basis, and
we offer it if they want it, but they're all disappointed with the
results because impressions don't deliver prospects to their sites.
CPA does and that's what they pay for.
