There are no services that offer the best ROI. Best is what works best for
you. What you are selling or promoting should define your strategies.

PPC works well for many direct marketers, but not so well for others. It
depends largely on what audience you need to reach and what options are
available to you to reach them.

In order for any one to give you any useful recommendations, you will need
to be specific as to what you are selling and who you need to sell it to.
