Floating ads

I read these online-ads postings for the last two months. Here is the thing.
Why DHTML ads (floating-ads) are never mentioned as an option for the
publishers' ad formats. I want to know what publishers are thinking about
this new format.

Here are just few facts about floating-ads. Click-trough rates are great
(5-10% is very conservative number). Development cost can be compared with
standard flash banner cost.

So, what is the real problem? Is it too new and not everyone knows about it?
Or somebody knows some negative side of it? Please let me know. I would love
to hear your opinion.
