I don't think Floating Ads are new. In Germany most publishers have been
offering them for a long time. I'm sure in the US they do too. The problem
from a buyers view is, publishers usually charge way higher CPMs than they
do for regular banners. Plus CTR is (from my experience) often not as high
as 5-10%, but rather around 1-2%, which is still 2-4 times higher than
normal. But 1-2% CTR doesn't justify CPM of $40 or more. That's why I
usually wouldn't buy them these days. An untargeted Run of Network CpC buy
that provides you with a CPM below $1 is often more efficient, if your
looking solely for response.
