Any recommendations how to promote?

I have been creating a website for people to post their yard sales at no
charge. I have it sorted by state then county (I've completed MD, VA, and PA
so far). I also have an area for "National" ads, which I would assume people
will promote their items they'd like to sell nationally. Soon I'd like to add
more things to the site. In the beginning, I am offering every area of
advertising for free. So, if you're offering everything for free, how do you
advertise for free so you don't end up in a big hole? Does anyone have any
suggestions? Later I might charge for some of the advertising (like the
national area and jobs area I'll be adding) but the county listings will
probably always be for free, but people won't be able to say that they want to
promote in all counties, they'll have a limit of 2 counties per free ad.

Anyhow, any suggestions? I don't want to cheapen the site, but I also don't
want to go broke.
