How could we reach out to CIO's in Middle East

A client of ours wants to reach out to senior IT professionals including
CIO's in the Middle East region.

While there are a few Middle East based IT sites, they don't have database
regarding page views from specific countries.

We are trying some international IT sites but the information base wrt
Middle East page views is extremely thin. The on-line media properties of
general portals have much of these information but its surprising IT sites
either have less information or are trying to conceal this info as its not
encouraging.

We wish that we are proved wrong wrt the above & there are indeed some IT
sites with page view details from Middle East.

Becase of lack of proper online media we are strongly considering looking at
list rentals which could target Middle East Tech professionals.

Any guidance on both the matters are welcome
