I should think your options would be determined by how well you can reach
any of your target markets. For example, if your targeting institutional
consumers then you need to determine how does consumers are going to be
found. If you don't know the answer to that or can't find enough of them,
then target grad students.

Where are you going to find grad students? Will you advertise online or off
line. Look for online data bases of college newspapers. If you can afford
to pay for advertising then advertise there. If not think of a contest.
Give something away free and contact the editors of the newspapers and ask
them to let their readers know about it.

Maybe you would want to set up something special for college grads, since
they are educated...think up a puzzle they can solve,
or something like that.

I should imagine that e-consumers would be your easiest target market to
find since they are all over the internet.

You are facing the same problem here. Do you have money to advertise? If
not you can think of giving away something. Place the information out
there on contest boards or send the information to ezine editors. Without
money it certainly harder.
But still doable. For example. yahoo has free classified. place ads there.
Excite may have as well.
