To send people e-mail asking them to opt-in
is spamming them, and likely to be very
unproductive.

Make your offers to opt-in on the web site itself.

Use a pop-up or pop-under window to make a very
straighforward, unapologetic offer, stating exactly
what people will receive by "opting in."

If you don't like the pop-up/under idea, create
a banner, button or text link to a separate web
page that offers an opt-in signup form.
