Media Planning and Buying Tools -- Products?

I would like to know if anyone on this list has experience with buying,
leasing or using off-the-shelf media planning and buying tools. I would
think many of you who work in larger agencies would be familiar with several
of the available options.
 
I'm looking for off-the-shelf tools that can handle the following:
 
 - Provide Site Directories
 - Generate RFPs
 - Proposal Evaluations Tools
 - Generate Insertion Order
 - Banner Creative Repositories or Libraries
 - Automated Trafficking (hooks up to your third party server, or mail
client, for sending to publishers)
 - Assignment of click-through URLs
 
The main product I am familiar with is DoubleClick's MediaVisor, but I would
like to know if anyone knows of any products which are competitive to this
product. If you can provide any insight into which products are better or
worse, that would be a bonus.
