You pay to receive calls?????? The only time I have ever heard of
this would be if somebody phone me from a different country where
both the caller and the recipients are sometimes charged.
I'd seriously suggest moving your telco provider if they're charging
you to receive a call.

Most mobile marketing in Europe is done via SMS rather than direct
calls to the phone itself.

I notice most people don't use this same argument against TV
companies,
after all the TV is using up your electricity and your time when they
are trying to sell stuff to you.

In the UK there is a regulatory body called ICSTIS which monitors
things like premium rate adult telephone service. They are also
responsible for investigating fraud of phone services and have
successfully fined and prosecuted a number of rogue operators and
companies that abuse the system. They have been known to shut down
services within hours as they have close ties to British Telecom.

Abuse of mobile technology will not get to the point similar to that
with spam etc... as access to the underlying technology/services is
so high. Building a SMS gateway system is big money, installing
sendmail
on a spare linux box isn't!
