Jonas is right.
If you have poor technology that doesn't understand freq cap,
geotargeting and on the fly optimization and you are running pops - sure
you will drive upset visitors away from your sites.
Check out Jim's Bug ad server list ( http://adservers.org ), there is
plenty to choose from. And if you are trying to win 15 cents on 1000
with your perl script that you got for $39.99 then hey, pops sucks.

Just wonder if flash layers upseting you as well.
