Certainly you can do this by purchasing the GeoTargetting
module for NetGravity/Doubleclick Adserver.

Doubleclick recommends running a seperate server for the reverse DNS
lookup to take load off the adserver itself, delay should be minimal
similar to parsing another targetting parameter in the adstring.
