List Co-Registration or Aquisition

I thought maybe some people that participate in this group
just might be able to assist me. We are currently looking
to build an opt-in database either through co-registration
or aquisition. If anybody has experience in this task that
would be helpful or offer the services needed to accomplish
this task your input would be appreciated. It seems that it
is hard to sort through the internet mish-mash and find
solid quality services so any help would be appreciated as
we have pressing needs for these services.
