Hello Dave. First of all, I wouldn't suggest you to buy some lists
with very much subscribers with very low price for subscribers. You
can see ads on the Net like "buy 1.000.000 email address for only
$495." You can be sure that these lists are made thru SPAM
techniques. Also, you can't be sure that some list which have 100 000+
subscribers and with $1 per subscriber wasn't made thru SPAM
techniques. If it is too good to be true, it probably isn't true. I'm
sure that you don't want to buy that kind of lists.

You have to know whether your desired list made subscriber's base thru
regular opt-in techniques. Also, you can ask the owner whether the
list is double opt-in.

Also, when you decide to buy a list, you have to know at least
some info regarding demographics of that list. Then, you can see
archives of that list and maybe find some posts on the Internet
regarding your desired list.
