Email advertising

We rented around 14,500 dentists email addresses from another dental web
page to get a database started so we could start an email campaign. We want
to send out a one time email with an option for customers to opt-in to our
newsletter. Is this a good idea? If so, What would be the best way to go
about wording the email? We work with dentists of all levels in their
careers, and I was thinking we should do three different list to better
target our audiences, should we give them and option to opt-in for three
different letters? And last but not least, will we get in trouble for
sending out unsolicited emails one time only? Thank you for spending your
