An unsolicited mail, regardless of the amount of times, and regardless
of whether or not there are removal instructions, is still illegal.
In Nevada, it's not much of a big deal, you can be sued for up to $10
per message, plus attorney's fees. Personally, I would not do it.
I would make your newsletters, and maybe send a written email from a
"real human(tm)" and ask them if they would be interested. Would take a
long time, but it would not be spam, and it would have a decent chance
at response.
