Promoting a job posting site

I have found myself in a catch-22 situation. Recently, I've
been trying to help a friend promote his online job search
site. The company has been online for 3 years under a different
URL where the site offered free job posting. It was fairly
large having thousands of jobs. In order to improve the
quality of job postings, the site changed it's format and
became a paid service.

The site received excellent traffic in the past and still
receives many job seekers. However, we have a new problem.
During the time it took to redevelop, most of the jobs were
removed leaving very little left. Not wanting to disappoint
the large number of job seekers coming, we need more job
listings. We even offered employers a free month of the
service. However, the response was negative. Many employers
wanted didn't want to post because there were very few other
employers who had posted. It was a catch-22 situation. We
needed jobs listed but had to have jobs listed before we could
get them. We need help. Does anyone have any ideas?
