Your concerns with choosing a "competitive targeting" company is valid.
There are many choices of company's that place software on people's
computers to display advertising to them; some targeted... some not...

WhenU happens to be a good choice for a few reasons. Most importantly,
they will not only display your ad on a targeted (competitive) website,
they will also dig down into that site. For example, if you are a
flower advertiser, they will not place your "buy roses" ad on a
competitor's homepage, however, they will place this Ad on that
competitors "Roses" page. Thereby hitting the viewer at the most
targeted time.
