Because they work. Provide relevant information to a targeted audience and
the results can be phenomenal. Further, running pop-unders on sites that
only allow 1 pop-under per unique visitor per day reduces the "pain" to the
user and reduces the risk to the advertiser of getting a black eye caused by
pop-under overload to the same visitor.
