I doubt I (or consumers) would have as many issues with pop-ups if more
publishers and advertisers followed that dictum, but not enough do.
If an advertiser does its homework and finds sites that have that kind
of policy, that seems a bit more acceptable, but recent research
indicates a pretty strong branding backlash against pop-ups, so even
"responsible" pop-up or under advertising can suffer from the collateral
damage that spammers like Orbitz are causing. You might be getting click
throughs, and you're certainly increasing brand awareness, but the cost
can be pretty high.
