The easiest way to collect opt-in subscribers is to offer free stuff,
contests,
etc. You can also buy double opt-in subscriber names and email addresses for
as little as 15 cents each. Most people would approach a high traffic site
that is relevant to their area of interest and negotiate a deal with the
webmaster.
I have found that if you're buying more than 5000 names, most webmasters
are happy to put up a subscription box at their site.
