Aminah,

Yours is the age old question, "Where/how does one start when
resources are limited?"

The best way to build your list will be to advertise your
site in places where the audience is likely to want what
you offer.

"Advertising" might take the form of paid media buys or
news releases designed to draw attention to your site.

You should also do some kind of search engine optimizing
for your pages, although I'm not sure how many people are
searching for "letters from Santa Claus."

I would recommend that you contact sites that appeal to
parents of children ten years and under, as well as sites
for elementary school teachers and Sunday School teachers.
