I can suggest you several techniques for free or low-cost
ebook marketing.

1) You can make a cooperation with email publishers and web
site owners for a cross-promotion.

For example, you can simply swap ads with them. Some people offer
ebook customization so they will make a ebook customized for the list
publisher or web site owner. Here is what I mean. You make a deal
with the list publisher who will promote your ebook in his/her email
newsletter. In return, you will make a copy of your ebook designed
specially for that publisher so it will look like he/she is the premium
sponsor of your ebook (or you will include publisher's services).
Then, you can contact another publisher with the same offer. I know
that this can be a little time-consuming but it is free and can be
effective. Also, you can give your ebook free to list publishers and
web site owners. In return, they will promote your ebook.

2) Also, you can submit your ebook to ebook directory and download sites
like download.com or tucows.com

3) You can make a contest. You say: "Recommend our book to 5 friends
and you can be a lucky winner of this excellent [product/service]."
That product/service can be related to your business.

4) You can contact editors of magazines with similar target audience and
ask them to write a review of your ebook.

5) Make an affiliate program based on pay-per-sale. You will pay to
your affiliates only when they bring you a new customer. You can't
loose. You can team up with www.cj.com or related services in order to
start selling thru affiliate program.
