Andy,

  That's one solution. But the world is changing quickly and there is
now another alternative for small sites who need IT work done.

    Sites like elance, freemarkets and RentACoder.com (which I belong
to) have tens of thousands of IT people who will bid on work. All these
sites are reverse auctions, so small and medium sized sites now have an
edge over the big sites, because they can acquire talent more
economically than the big sites do through their more expensive custom
arrangements with outsourcing firms.

    Incidently, the Wall Street Journal did an interesting article about
how IT markets like these are changing the nature of IT:
