Video ad insertions

Hello, all.

We have been providing a kind of online ad service in Japan. Our ad server
enables advertisers to insert an interactive video ad:
1 during downloading a mp3, freeware, a video or any files.
2 during buffering a streaming content.
3 before, after, or in the middle of playing back a streaming content.

I am considering starting the service in the US. But I'm not sure if there
is a need for it in the US.

My questions are:
1 According to some articles, it seems there are already some services that
have the same function. If my understanding is right, how come I don't see
them a lot? Who are providing the service?

2 What I'm thinking is to find business partners who are either interactive
ad agencies or web publishers. Do you think they may have interest in this
kind of service? Why?
