Creating targeted hits

Hello

Most of you have many ideas that are just wonderful.

My question to those many of you who currently have a running web-site is:

What is your most favorite and cost effective way of creating large
numbers of targeted hits with out directly purchasing or renting
opt-in lists?

I would be interested in hearing several different ideas anyone is
willing to share.
