Popup ads

I am currently looking for popup ads for a client. He is a mortgage
company and is nationwide. We have tried mass email and got about a 1%
response, which is average. We are on all of the PPC search engines
which yield about 2%. We are now looking to find affiliates that would
either put a link to our site on theirs and vica versa. Where can I
find a list of possible affiliates and portals that are willing to sell
popup ads.
