Hello Trevor,

I have no inside information or anything, but if I look at this from an
objective perspective, I can only say one thing: Google would be
undermining their own business if they would do this.

Not only does it take FAR longer to spider sites for them (they would
actually have to parse HTML files, separate pop-ups/unders from normal
window open javascripts, etc). Besides, so many sites using pop-ups
(think about free web hosts who place pop-ups on their member sites)
that DO contain valuable information, so that Google will make itself
unrealiable as a search engine which is not what they want.

Again, this is only based on looking at the issue without any inside
knowledge.
