The reason why Overture needs to maintain strict guidelines is simply to
be able to comply to the guidelines imposed by their partners. They
started enforcing them after they signed up Yahoo as a publisher of
their search results. Since Yahoo has always been very strict for the
descriptions of their own listings, Overture had to become at least as
strict.

I, personnaly don't think that it is a bad policy. If tomorrow you are
allowed to write "widget at the lowest price ever", don't you think that
all the others competing for the word widget will do the same? You will
just be back to square one.
