Karen,

The brand isn't "lowest", it is "Widget.com". They don't
prevent you from promoting that brand.

That said, you CAN bid on the search "lowest price widget"

What you can't do is have the title or description "lowest prices on widgets"

You CAN indicate you have a "low price guarantee" and possibly a
"lowest price guarantee" because you are not claiming you have
the lowest price, but that you have a guarantee.

The editors can verify on your page whether you have a guarantee,
they can't verify whether you are in fact the lowest price on the web.

The reason they do that is to keep the quality and integrity of the
listings high. If they let people say they are the lowest price,
and they are not, the listings start to lose credibility and people
will use them less.
