Banner ad efficiency: banner, flash banner, or no banner?

We're a fresh Hungarian adventure sports portal and have one banner campaign
running. As far as I know, a reasonable click-through rate these days is
something around 0.5-1%, but we're getting less than that, ie. 0.2-0.3%. We
believe that our ads are well-targeted. What we're considering is spending
some money on an interactive chi-chi banner with some kind of a flash game.
I've been looking for stats on whether there is any correlation between the
sophistication of the ad and the CT, but couldn't find anything, although it
can probably be measured. Does anyone have experience with banners that
have interactive flash games?

Or, should we just screw banner advertising until people show more intereset
in banner ads (if they ever will) and try something more efficient, such as
PR articles, etc. Or spend more on the offline part of our mix?
