This is SPAM and as such you are being reported appropriately, and
your ISP should take action to cancel the services they provide to you.

You can do whatever you like, however, if people complain your ISP
might shut you down. You seem to be frightened of SpamCop when
SpamCop is not your problem. The problem is you are engaging in
unreputable and disgusting activities, along with most likely
violating your ISPs terms of service. All spamcop does is forward
complaints to the appropriate authority. If you continue to blast
out trash, your ISP will probably note that you are sending out
unsolicited mailings and cut you off.

SpamCop has no authority over anything. They are an organization
that helps punish ignorant people like yourself for wasting other
people's resources for your own gain. They can't force your ISP to
take action, but any ethical ISP would.

SpamCop DOES run a blacklisting service, meaning that your spam will
get you placed onto this list and some ISPs or individuals use this
to filter out spam. This can cause your emails -- all of them -- to
be blocked by certain parties.
