Your clients have most likely been duped by a fraudulent email or you
are confused with another service. The only pay service SpamCop runs
is a user-end filtered email account. They do not ask, expect, or
demand funds from websites or NOCs, nor do they accept funds to be
put on whitelists/not list you/remove you from their list.

Also, you can get him to 'leave you alone' -- if you don't want
reports send him an email and you will not receive reports. You can
not control, however, what reports your ISP receives when complaints
are submitted. Nor can you pay to not have them sent to your ISP.
