      Are you looking only at hosted solutions? If you want to run your own,
then you may want to look at phpAdsNew.

It's an open source (free), robust ad serving software package. It offers a
lot of control including the ability to do geotargeting. It's not perfect, and
the support isn't great (of course), but I've been very impressed with it - my
first reaction was wow - all this power in a free software package :) Take
