I would say that buying the ad server offer several
advantages:

1)Instant access to reports and data
2)Control over hosting and server configuaration which
can impact performance and ad serving capabilities
3)Complete assurance of data ownership and control
4)Customization and enhancement capabilities that can
only be done in-house

Going with a hosted service can be less expensive and
in some cases is more appropriate for some sites. At
the same time, owning an adserver and hosting it
in-house is also better suited for some sites who can
afford the costs of maintaining it and fully-leverage
the advantages that it can offer.
