IP Blasting... anyone?

All,
Has anyone had any experience with IP Blasting? For the unfamiliar, IP
Blasting sends pop-up advertising to users that are online. Since it does
not deliver content in email, legally it is not considered spam. I have seen
quite a few people selling the software that enables this, but can not find
too may people actually engaged in marketing their products this way. I
would really like to hear raves and rants about this technology.
