Email signature laws

I was wondering if anyone has run into trouble using url links in a
signature as a way of advertising. Someone told me that there are legal
ramifications of adding a link in the signature line, but I can't seem to
find any information that supports this claim.

What we'd like to do is advertise a company eNewsletter by having employees
include something like the following at the end of all company emails sent
out (Note: none of these emails are sent unsolicited or in bulk, they are
simply day to day company correspondence):

Employee Name
Employee Company
Sign up for our quarterly newsletter at www.exampleurl.com/enews

Can anyone point me in the right direction for researching this?

Also, does anyone know if state spam laws apply to the state where the email
is originating from or the state where it's going to?
