My Unique (I Think) Pricing Structure for Advertising

I'm considering starting an ad network, but if I do I want it to have
something unique. I'm trying to come up with something that is
overly-fair for publishers but that still makes advertisers happy.

One idea I had is to have a click-based network, but publishers could link
using any text they wanted as long as it's relevant. But, to discourage
misleading visitors, the publishers would only be paid for surfers that
click on a link AND spend 30 seconds looking at the site.

I have two questions regarding this: 1) Would you consider using this? and
2) If so, what do you think would be a good price to charge advertisers
per click?
