How about offering these users something of value in exchange for
their data, and their permission that you may contact them again?

For instance, suppose you offer a multi-part emailed tutorial
on a subject relevant to your topic. Or maybe an ebook. They give
you their email address, you send them a link to the ebook in the return
mail (thus ensuring the email address is valid). You don't necessarily
need to create these materials yourself, you might purchase reprint
rights, or create a partnership with an author.

Suppose the ebook or tutorial has, in addition to solid useful content,
relevant affiliate links, or back end offers, that will earn you money.
You can pump these profits back in to promoting the sign up form.

If you can create an income stream from the free materials you
are distributing that equals what it costs you to promote the sign up
form you can gather the data you want, and the users themselves
can pay for the operation. Easier said than done of course, but that's
 a direction to aim in perhaps.
