Wireless advertising agencies

I am interested in conducting a survey regarding wireless advertising
strategies of multinational corporations operating in European countries
(both push and pull mode types). Does anybody know who is normally in
charge of such wireless ads planning? It seems unlikely that corporate
executives are making decisions for such ads, but I am not sure that
interactive media planners or agencies are also in charge of mobile
advertising. I have heard about so-called "wireless advertising
agencies," "wireless content aggregators" etc. Where can I contact
those people? Are they usually within interactive media agencies or
separate entities? Are there any directories?
