For the most cost effective solution I would suggest PhpAdsNew.com This is a
very robust ad serving solution and licensed under GPL, therefore being
free. It has almost all the features of the big boys and can easily handle
the volumes you are talking about. The only thing it does lack is an
invoicing system. But these are being developed and solutions should be out
with the next couple months.

It's worth taking a look at.
