Both offer many features (rather than regurgitate them, you can
find these in the manual or the home page).

phpAdsNew has a more refined interface and would be my
recommendation to you unless you are serving several million
impressions daily between your sites, then you may want to try
oasis. both are actively being developed and improved. being open
source, there is also have a wide community for support (excellent
documentation, forums, etc).
